Sir Terry Farrell appointed to work on Kent Master Plan

I received a last minute email invite to this event and decided it was too interesting to miss, so I scooted along there in time to have my name added to the list of great and good - and was allowed in to what was a very well attended event - a full house no less.

The ’21st Century Kent - A Blueprint For The County’s Future’ presentation was led by Paul Carter Leader of Kent County Council and Kevin Lynes Cabinet Member for Regeneration and Economic Development, Kent County Council - with renowned architect and urban designer Sir Terry Farrell CBE, RIBA, FRSA, FCSD, MRTPI.

Kevin Lynes and then Paul Carter set the scene with information about changing demographics and trends in Kent which include: a rising average life expectancy, a growth in single person households, targets for housing growth,  experience that an older (and growing) population brings to the work force, the polarisation between the deprived coastal and urban areas and the more affluent areas of Kent as well as National and Global trends which will likely undergo an upheaval over the next 20 years. These wide ranging trends and changes as well as presenting huge challenges also gave an unprecedented opportunity to create a framework and vision to shape our future.  Sir Terry Farrell was appointed to help produce a spatial vision for Kent for the next 20 years, taking into account the broad issues of housing, transport, skills and economic development.

Sir Terry picked up on a theme mentioned by Paul Carter earlier, about how important it was to have a vision - as demonstrated by the Victorians who used considerable vision when, for example, designing and creating the London underground network. At the time some of the stations were placed in areas which were little more than countryside - but within a short time becoming the vibrant business and residential communities of central London - and he said that it was this type of vision that was needed now to shape the future of Kent, but with a light handed approach.

Sir Terry said that Kent was already well positioned in many respects because we already have an identity as The Garden of England - so it wasn’t a matter of trying to build a new identity or change a negative one.  HS1, sited down the backbone of Kent, also reinforced Ashford’s status as the powerhouse of Kent and was already attracting businesses and people to the area.

Sir Terry then shared with us his thoughts on the increasingly critical role within the regional economy of the Greater South East that Kent plays:

“The Greater South East drives the UK economy. London’s status as a major world city allows the UK to compete internationally. The region is one of the world’s biggest markets for UK businesses and revenue generated by its high value economy supports investment in other regions. It is the only region within the UK than can compete with the major regional economies of Europe, the American and Asia. Kent is the UK’s front door”.

Sir Terry talked about Ebbsfleet a chalk quarry but will become a dynamic modern town with residents living in a rural setting while benefiting from rapid access to London - and with a major learning campus with links to University College London. Medway’s five towns: Strood, Rochester, Chatham, Gilliingham and Rainham will become a major city - a major European centre of excellence for advanced manufacturing and known world wide for the application of clean power generation.  Ashford and its surrounding villages are already attracting businesses and people who recognise the benefits of its accessibility and its affordability with a population expected to almost double by 2030 living in a 21st Century Garden City. Margate with the Turner Contemporary, Canterbury with the Marlow Theatre and the culturally driven regeneration of Tontine Street in Folkestone are already reinforcing the Kent Coast’s appeal as a draw for creative industries and the arts - the coast becoming an international destination for water sports and recreation.

Sir Terry finished by saying that this was just the beginning of a wider piece of work which will be further enriched and shaped by conversations with stakeholders and the wider community.

I came away with lots to think about and a folder full of well produced supporting literature. I realise that any vision of worth cannot be achieved overnight - but it is very important to work towards the vision and not be pulled off course. This will need buy in by all residents and businesses and that means the vision must be compelling and believable.

Something Sir Terry said earlier in the presentation struck a note and that was when change is significant and generally over a period of time folk will often deny there is any change - complaining that ‘nothing is happening’ or ‘nothing ever changes’.  It struck a note with me because I have heard that said so many times by local people. And yet, if you stand back and recall what Tontine Street looked like 5 years ago - you will notice that it has changed significantly - and in another 5 years it will probably not be recognisable as the same street. Shepway people have waited a long time for things to start getting better - we need to be patient because little bit by little bit it will happen. Or summarised simply by this statement from one of the publications:

“Think long term, plan for the future, take many small steps and hold true to the vision”.

Conservative Chairman Reiterates Support for Dungeness C

Conservative Chariman and Shepway District Councillor Russell Tillson has reiterated Shepway Conservatives’ commitment to a new Dungeness C power station following a recent announcement by Shepway Liberal Democrat Leader Lynne Beaumont to hold an ‘Eco-Tourism summit’ to discuss alternative plans for Romney Marsh.

In an email to FromUnderTheStone (blog), Cllr Tillson says ‘There is little that Cllr Mrs Beaumont has said with which I disagree – except, of course, for her attempt to write Dungeness C out of the script. The importance of Dungeness cannot be understated.’

Revealing the council has commissioned a specialist report into the matter and is ‘putting enormous pressure on the government to alter its decision’, Cllr Tillson describes the power station as ‘vital’ to the local economy, stating the existing A and B stations employ over 1000 people, inject ‘over £30 million’ into the local economy, and that ’9.6% of men on the Marsh work in electricity, gas and water supply, the overwhelming majority of whom work in electricity generation’.

‘This is employment we cannot do without, and Dungeness C must go ahead, since it will create employment for at least 400 people directly and probably another 100 jobs indirectly in shops, hotels and suppliers of other goods and services.

‘I don’t see tourism as an alternative to the power station, but rather as a complement. Nobody who lives on the Marsh is keener than I am to support the development of tourism. Indeed I look forward to the day when our Marsh coastline is full of hotels, B&Bs, restaurants, pubs and shops.

‘The Environment Agency, however, might have other ideas about tourist development since much of the Marsh area lies in a high risk Category 3A flood risk area.’

Noting that tourist season lasts for ‘six months at best’ and would only provide ‘low-paid’ employment, Cllr Tillson has offers to meet Cllr Beaumont to discuss the issue further.

‘Cllr Mrs Beaumont wants me to attend a meeting to debate all this. And she likes cycling. So I’ll do better than that. I invite Cllr Mrs Beaumont to join me on a day’s bike ride which will enable us to discuss her Business Plan at length, and will have the added benefit of introducing a lady from Folkestone to the various attractions across the Marsh, many of which might very well be quite new to her.’

The government’s decision to not consider Dungeness as a site for a new-build power station has provoked much comment and debate. The Liberal Democrats have been pushing for an alternative vision for the Marsh and have recently raised concerns over the future of waste storage at the site. The Conservative group is strongly in favour of a new nuclear power station.

Recently there appears to have been some softening of positions on both sides. In a similar fashion to Cllr Tillson’s comments, Cllr Beaumont recently said to Romney Marsh Times that tourism plans would ‘complement’ a power station and that it is not an ‘either/or decision.’

Whether Cllr Tillson and Beaumont will enjoy a bike ride together remains to be seen.

The Harbour Station can play its part

The Remembrance Line Association (RLA) was established about 18 months ago to retain, preserve and operate the unique Folkestone Harbour Branch Railway.   It believes that the rich local and military heritage associated with the harbour station, the iconic harbour viaduct and swing-bridge represent something that is intrinsically Folkestone. RLA has actively engaged in enlisting support for their project and boasts a membership of some 450.

They intend to use the line to give a mammoth boost to the reinvigoration of tourism in Folkestone, stimulating footfall in the town centre and harbour areas, encouraging new businesses and of course local employment.   Whilst achieving its aims RLA will be more than willing to work with other local heritage groups with whom they share many aspirations. They believe that because of the many internationally important events that took place in Folkestone, it could attract visits from battlefield tours because of its special affinity with WW1 events such as the concept of a Tomb of the Unknown Warrior, setting up of the Secret Service Bureau, the arrest of spy Mata Hari when trying to board a ship in 1915 and the military canteen on the harbour arm used by many of the 7million troops passing through the harbour.

RLA is aware of a desire to introduce a fast ferry service from the town’s statutory harbour to Boulogne which would entice more of the increasing number of tourists from the Continent to visit and spend short breaks in the town.  Accordingly, RLA has been encouraging this ambition and would, ultimately, wish to co-operate by providing or promoting an appropriate rail service. RLA believes that the re-establishment of Folkestone as a port would do much for local commerce, prestige and self esteem.

Although the railway is currently protected within Shepway Council’s Local Plan RLA would wish to find a way to integrate its ambitions with other local proposals if it can. The association does not totally oppose such local development plans but recommends that careful consideration be given to the wider benefits that both railway and harbour can give Folkestone not least by providing routes through which both materials and waste can pass to avoid disruption, noise and pollution from heavy lorries during future construction work. Asked about what the RLA proposals would bring to the town, Association chairman David Darlow said that

“…we have examined a number of options for running the normal types of railway service and also the ground breaking ‘Parry People Mover’, an ingenious cross between a tram and a train.   The vision for this “Shepway Metro” would be based on using the present railway, alongside our heritage operation, as the core of a service linking Wear Bay Road (for Folkestone Warren) to the Harbour (for Creative Quarter) and refurbished Leas Cliff Lifts (for the Town Centre and Coastal Park).   This would need a lot more work with Shepway Council and the developers of the Seafront area before such a service could be finally costed.”

The Gurkha Palace, Sandgate - a review

We held our annual dinner at the Gurkha Palace (nepalese restaurant), I think that is the third year in a row we have been there now. About 60 people all dressed up to the nines and expectation of having a great night.

As always the meal was superb and although there was a full house the wait time between courses was minimal in fact there didnt seem to be a wait time at all, what with eating and chatting and drinking it all flowed really well.

Kishor, the owner, watches over the proceedings to ensure everything runs smoothly and the waiters are the perfect mix of unobtrusive and attentive, and when we needed more wine or bottled water or whatever it was provided quickly.

We had for Starters

1. Chhoila - Barbecued chicken diced into pieces mixed with green herbs and mustard oil served cold.
2. Sekuwa - Tender cubes of lamb marinated in Highlander spices sauce, chargrilled and served with capsicum, tomatoes and onions
3. Momo - Warm chicken dumplings entirely cooked by steam and served with chutney.
4. Alu Chops - Deep fried cakes - a divine fusion of mash potatoes and exotic herbs.

Main Course

1. Kukhura Ko Maso - Tender pieces of chicken cooked in onion, tomato, ginger, garlic with a touch of ground spices and garnished with fresh coriander
2. Khasi Ko Masu - Nepalese style lamb curry.
3. Jhinge Curry Shrimps - cooked in mild caramelized onion and mild spieces.
4. Rato Kukhura Chicken - cooked with coconut milk, tomato sauce, nuts and Nepalese spices in tikka masala style.
Vegetables
1. Mis Mas Tarkari - Assorted fresh vegetables cooked with mild exotic green herbs and spices.
2. Alu Jeera - diced potatoes fried with cumin

By the bottle red and white wine started at £10.50 which is pretty good compared with average restaurant prices.

High Speed 1 (HS1) - a review

High Speed Theatre

My wife and I were fortunate enough to receive Christmas gifts from family and friends in the form of Theatre tickets and have spent a couple of pleasant evenings in London’s theatre land.  Prior to the advent of the High Speed service an evening at a London show  using the train meant a fairly early start and arriving home well after midnight. How much more enjoyable the journey is now !

A recent trip was to the Palace theatre in Shaftesbury Avenue.  We took a late afternoon train which gave ample time for a pleasant pre Theatre dinner.  The show finished at 22.10 and we were able to catch the 22.42 arriving home well before midnight. The Underground connections at St Pancras are excellent (Piccadilly, Northern, Victoria, Hammersmith and City).

Travellers trip – upon arrival at St Pancras go down the escalators immediately after the platform exit barrier, continue down a second escalator to quickly access the newly sign marked access to the Underground.  This avoids a lengthy walk through the main station concourse running the gauntlet of the many modern shops and eateries (of course my wife prefers this route!).

Although there is a High Speed premium to pay the off peak travel card is reasonably good value and the journey times make for a very relaxed evening out (I do confess that my senior rail card makes it even more attractive).

We look forward to many more such pleasant evenings so hopefully family and friends will take note of this…………..

Folkestone Video - 1000 views+ on YouTube!

TheAllDayBreakfast.com news website reported, just over a month ago, about a new official Discover Folkestone, Hythe & Romney Marsh video now posted on YouTube which was a response to the fake video we heard so much about in local press. Since then the new  Discover Folkestone Video has already had more than 1000+ views on YouTube and is still going strong.

The idea to make a video came out of chatting on a local online forum to other forum members who felt strongly that the negative Folkestone video did not do Folkestone justice. Some of the forumers said they had good camera and editing equipment - but one forumer, Colin, decided talking about it wasn’t enough - so with his love of photography and Folkestone he decided to make a Folkestone video himself. In his spare time and working closely with Cllr Jan Holben (also a forum member) and Chris Kirkham who runs the official tourism website at: www.DiscoverFolkestone.co.uk Colin went out across Shepway filming activites and scenery. Colin commented:

“I set myself quite a challenging deadline to complete this video as I had plans to go up North to visit friends and wanted to finish it before I went. So - between meetings with Jan (Cllr Holben) and Chris Kirkham, travelling around to do the filming and editing it together I was kept very busy until it was finished. I really enjoyed this process although it took lots of my time - and I learnt about and visited some places I hadn’t previous been aware of so it was a good experience”.

‘TheAllDayBreakfast’ asked Colin what were his plans for the future - would he be doing something like this again? Colin said:

“I have been surprised, and very pleased, at the response from local people and also how the video has taken off on YouTube - especially with some of the bigger hotels using it as part of their own promotion. And I was even more surprised when I was approach by the Folkestone Herald so that they could write a piece about it. Chris Kirkham has told me that he is already getting potential visitors contacting him because of the video - so it is working well. I may consider doing some bespoke Folkestone videos for hotels and businesses if approached, who knows?”.
